My iPhone 11 tried to do update last night. Message this morning was “to continue using your Apple ID add a Chinese phone number”. I live in Oklahoma. Is this normal?? With all that is going on.....please help. Thank you.

Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
Backup - Restore your device from an iCloud or iTunes backup.
It was for the 13.4.1 update. The message is in settings
What was the update? Where did you see the message?

If you can access Settings/General/Language & Region, what location is set there?
English and Inited States.
