Activation lock

I have bought an iPhone XS from my work, which was used by a former employee. As the former employee had not removed it from her apple-id, I got the activation lock when restoring the phone. I wrote to her, and she says that she has removed it from her "find my iPhone" settings, but I am still unable to fully restore the phone, as it keeps coming up with a request for the original apple-id and code. She doesn't want to send it to me, and I have even stated that I will drive an hour to get her to put it in directly, but no response received. What can I do? It should be able to work if she removed it from her apple-id, how come it is still requesting the codes?

She hasn't completely removed the phone from her account. See the 'If the previous owner isn't with you' section of the article below.


Turn off Activation Lock - Apple Support.

You bought your phone second hand from someone other than Apple or an authorized Apple reseller. Unfortunately the phone will be useless to you. The links below explain what has happened. You didn't know to heed the advice given below.

What all this means to you is that there is no way we can help you. We are not authorized to remove the activation lock from any phone. And, under your circumstances, Apple will not help you since you cannot provide proof of ownership that Apple will consider to be sufficient. All I can suggest is that you try to recovery the needed password or your purchase price from the seller.
