Billing Verification

Hello, I have been having a problem when I want to download an app that is free a notification pops up where I have to Verify my billing information and type in my pass word to my apple ID. I type in my password and verify it but then it doesn’t let me download the app and also just pops up the same notification again. Here is a photo of the notification I get. I’m not quite sure what to do.
