icloud mac photos not syncing

I have iCloud turned on for my iPhone and Mac. Half way through the initial sync of 50,000 items it stopped uploading. Now i have 25k on my iPhone and in the cloud. My mac has 50,000 (although none of the recent ones too on my iPhone) which is stuck on 'uploading' (and has been for several weeks now). I have space on my hard drive (although only 50GB) so unsure why it's stopped uploading and downloading. Does anybody have a solution please?

See the section - Pause library uploads to iCloud in the article https://support.apple.com/en-in/HT204264

If the Mac is showing no signs of uploading the photos, you can start the sync over. Try going to System Preferences/iCloud (Apple ID for Catalina) and stop Photos syncing by unchecking the box. Wait a couple of minutes, then check syncing. Allow time for the sync to complete. The Photos sync is very, very slow.

Last resort  - have you tried signing out of iCloud and then sign back in?
