half of my website and app passwords are missing since I reformatted my iPad running iOS 13.4.1. Why would that be?

Do you have any other Apple devices? If so, do your password appear on those devices or are they missing as well?

Update. About an hour ago 75% of my passwords were restored, now they’re all restored. I didn’t do anything myself. It just took about 12 hours plus to fully restore all website/App passwords. What ever the reason I’m relieved. Thanks to Apple for intervening.
I have 3 other devices and all my saved passwords remain on them.
