i pad does not allow apps access to photos
Apps on i pad ask for access to photos. When i go into settings there is no way to allow this. Newly downloaded apps are not even appearing in the list of apps in settings.

Have you tried a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
Check: Settings>ScreenTime>Always Allowed>Photos...
and/or: Settings>ScreenTime>Content & Privacy Restrictions>Photos... ALLOWED.

You will need to reach out to the app’s support for assistance with their product.
I suspect that it is a problem with the i pad not the app as the same issue arises on any app that requests access to photos / video library.
Just to make sure, what iPad do you own and what version of iOS is it running?

Yes, tried that. No luck.
Settings>ScreenTime>Content & Privacy Restrictions>Photos... ALLOWED. -that was the one!
