some account services require you to sign in again

I am getting a message in setting to update Apple ID Settings.. Some account services require you to sign in again. It is then prompting me for my Apple ID and password. When I enter these it swirls for a long time and comes back that the service can't be reached. I have checked my password and tried this many times.. Any Idea?

How I can sign out of iCloud? I never sign in there and i don't need that f**king iCloud. I can't found it on my mac

Device or computer? Some people have fixed this by signing out of iCloud, restarting their device, and then logging back in. That hasn't worked for everyone.
