Turn off restrictions on new iphone se

Trying to download the activity app from app store to new iphone se (13.4.1) to use with new apple watch 5. It tells me to turn off restrictions. I went to setting>screen time>content & privacy >content & privacy restrictions I turned on and didn't work. turned off and still didn't work.. I tried to turn off screen time... didn't work... turned back on, still not working.... Saw a post about doing a factory reset... tried and still didn't work... Obviously have a wrong setting somewhere, but am stuck... Any ideas?
