I cannot find music on Apple TV 4K that I uploaded from CD's.

• First, is iTunes on the computer turned open and running, it needs to be.
• Next, in iTunes is Home Sharing turned on and running?
• Next, on the Apple TV is Home Sharing turned on and running?
• Are the computer and the Apple TV on the same network?
• If these are all setup then you should be able to click the Computers app on the Apple TV and see your iTunes library.

If you are using the Music app on Apple TV then that will be accessing the cloud, and will only show your full library if you are subscribed to Apple Music or iTunes Match.

In order to see music that you have stored on your local iTunes library on Mac you would need to use the Computers app.

Great, glad it's sorted. There is no need to subscribe to either, unless you want to have access to your full library directly from the cloud on all devices and/or access to a streaming catalogue.
