Getting Photos to Scan Images

I finally switched to Catalina. Photos is scanning faces with the ambiguous "Photos will continue scanning when you are not using the app and connected to power"

How do I not use the app? Leave it on, but in the background? Leave it minimized? Quit it?

I have tried all these things, but it does not seem to scan. The other complication is that my library is on an external drive, which is why I want to get this thing over with.

It is poorly documented by Apple.

I noticed that the faces scan is very quick, when I create a second Photos Library and import a few hundred photos, and then continue to work with my main Photos Library. When I open the test library a few hours later all faces in the test library will have been detected. I am not sure at all, what will speed up the face detection in the System Photo Library.
