reset my end to end encrypted data

I can’t approve my current macbook on my old one because it’s broken and can’t be turned on. It says that if I can’t approve it I can reset my encrypted data, (that's what I did) but when I reset my end-to-end encrypted data it's stuck on the same screen and doesn't let me use my settings. I tried to restart my computer but it gives me an error message saying "system preferences interrupted restart"

Let's follow this resource that I was able to gather to try to force quit System Preferences in order restart your Mac and try to reset that encryption again.
