Maybe I have a bad Pencil but when I’m using apps like the built in PDF reader, Pro Create or even notability some times the double tap to use the eraser simply doesn’t work or I have to triple tap. Is there a way to have a Taptic feedback on the iPad for when brush is changed?

Try going to accessibility—>Apple Pencil. Then play around with the speeds and toggle the double tap function on and off again. That worked for me. Mine wasn’t working at all before I did that.

Try updating to iPadOS 13.5 to see if it resolves your problem.
Settings > General > Software Update
I did that just did that and it feels better but is still slightly maybe I gotta get used too it.
