Restore backup from iphone 6s to iphone 7

I have followed the steps on the apple community page for Restoring an iPhone, iPad, or iPod touch backup from iCloud or from a computer when a later version of iOS or iPadOS is required. Steps for restoring from a computer. The same error message comes up once the steps have been completed, being that the iphone software is not the latest. I am trying to update from an iphone 6s (software version 13.5) to an iphone 6 (12.4.7). Is there anything else I should try?

You are doing the opposite. You can go from lower to higher. Not the other way around.

You cannot restore from a backup of iOS 13.5 to a device with iOS 12.4.7

You can restore from a backup of iOS 12.4.7 to a device with iOS 13.5
