Phone music won't sync to Mac - can't keep icloud turned on - on Mac

I just signed up for Apple Music while on my phone. I added some music from Apple Music and it shows in my phones library. But I can't get it to sync to my Mac. It's an older Macbook Pro (from 2017) and it has itunes on it and not apple music.

I don't have the "sync library" button or many of the other buttons that appear in help. I try to turn on Icloud and it turns on but when I go back in it is unselected and won't stay on.

I'm also not able to download music in Apple music when on my computer - only on my phone WHY IS THIS SO DIFFICULT?" Someone please help
