That's a hardware issue. Schedule an appointment at your Apple Store Genius Bar for evaluation. If your iPad is on iOS 10, you likely have an iPad 4, which is now over 7 years old, is no longer supported, can't run the latest iOS levels and many current apps won't run on. It is likely time to give serious consideration to getting a newer more modern iPad.
Note: Apple does not fix iPad's. They offer out of warranty replacements, at about 60% of the price of the iPad when new. An iPad 4 would not in my personal opinion be worth the price to replace. It will cost $299. For not much more money, you can buy the latest iPad 7th generation.
