Playlists are not being added to my iPhone after syncing with Finder

I synced a couple new playlists using Finder, previously I used iTunes. The playlists are composed of music files that were purchased, downloaded, and added to iTunes in AIFF format from their file location only without making an iTunes library. On my iPhone Music app, the tracks get added to Recently Added and my Library, but the collected playlists do not; the previous playlists are still there and working.

macOS 10.15.4, iOS 13.4.1

See Sync your iPhone, iPad, or iPod using your computer - Apple Support. Make sure that the playlists are included in the sync selections, otherwise the tracks might have been added via other selections without the lists in question being included.
