Home sharing constantly stops working from PC to AppleTV

If there is a lull in use of home sharing the shared library disappears from all connected devices. This includes 2 4K AppleTVs and an iPhone 8. If I'm watching something on a device, home sharing will continue to work fine, it never cuts out while in use. However, if I stop streaming content the library will disappear after some time. If I restart iTunes on the PC where it's running (and it's always running) the library will show up on devices again. The amount of time between using it and disappearing is variable. Sometimes it's a few minutes, sometimes it's a few hours. Most times it will disappear after less then 30 minutes. The same things happens with my iPhone 8. Restarting iTunes causes the library to show up almost immediately.


I'm at a loss for how to continue to debug or fix this.


My setup:

  1. A windows 10 PC with iTunes always running on a logged in windows account. The account is locked and only accessed via Remote Desktop. When connecting to the PC after the library disappears iTunes is always running. It's never crashed. This issue has persisted over multiple versions of windows 10. Always the latest version of iTunes (the issue has persisted over many versions). PC is connected to the network via ethernet.
  2. Two 4K AppleTVs updated to the latest TV OS. On the same network as the PC. Connected to the network via WiFi.
  3. One iPhone 8 updated to the latest iOS.
  4. TP-Link Archer A20 WiFi router updated to the latest firmware.


Things I've tried:

  1. Restarting the device does not cause the library to reappear.
  2. Restarting iTunes (log in via Remote Desktop) always causes it to reappear.
  3. I've configured the computer not to disable the network card under any circumstances (such as power saving).
  4. I've configured the computer not to disable any services under power settings.
  5. I've configured the computer never to go to sleep or hibernate.
  6. It's not windows updates happening. I've verified in the event console that there are no updates that have happened since home sharing was last used.


Any suggestions are most welcome.
