Spaces not working properly.

I use 3 desktops under 10.13.  I would like to use Screen Sharing on DT 3 and have assigned it there.  However it reuses to do this and always opens in DT2.  I tried allowing it to be on all DT and than reselecting it for DT and next time it opened in DT 2.

Anybody have an idea as to how to solve this?
