Video keeps reappearing after deleting it

So the other day I recently transported a video from my SD card to iPhone using my SD lighting adapter. I deleted the video right after and ever since it just keeps coming back throughout the day and I’ll wake up every morning with tons of copies of it. My iCloud photo is off, I’ve restarted my phone, and deleted everything in recently deleted. Please help!!!

Probably you have synced these Photos from your Mac/PC though iTunes. Un-sync then they be gone.

Un-Sync photos to your device

Connect your device to your Mac.
You can connect your device using a USB or USB-C cable or using a Wi-Fi connection. To turn on Wi-Fi syncing, see Sync content between your Mac and iPhone or iPad over Wi-Fi.
In the Finder on your Mac, select the device in the Finder sidebar.
Select Photos in the button bar.
Note: When iCloud Photos is turned on, no photo syncing options appear when you select Photos in the button bar.
Select “Sync Photos to your device from” tickbox, then choose Photos, Pictures or a folder from the pop-up menu.
Uncheck Sync photos
Click on Apply / Sync

Don’t think it has anything to do with my Mac. I haven’t used it in a bit
