About Optimized Battery Charging on your iPhone

Optimized Battery Charging is not activated on my iPhone 11 Pro Max, which I bought in Dec. 2019.

• Settings > Privacy > Location Services > Location Services.
• Settings > Privacy > Location Services > System Services > System Customization.
• Settings > Privacy > Location Services > System Services > Significant Locations > Significant Locations.

I have Location Services and Significant Locations turn on. Unfortunately, I do not see a "System Customization" option on my phone. Is that the reason the optimized battery charging is not activated? Is there a way to manually set it yourself?
