In App Purchase Refund Denied

I'm at my wits end. When COVID hit my area and my daughter started doing school from home, I wiped my old iPad and gave it to her to use for classwork, etc. She does sometimes use my phone. After some time, I allowed her to download a game that her friends were playing.

Fast forward a month and a half (about) and I'm going to pay my mortgage only to find out that I don't have the money in savings anymore because my daughter has been buying gems or whatever in said game. I request a refund under "minor made the purchase" and it was denied. I did this multiple times online before calling in. I was told that the system to request refunds is automated and to dispute the charges with my bank. I couldn't dispute the ones that came out of my checking (and in turn my savings due to overdraft protection) but I was able to request a refund through the ones made on my credit card. The woman at apple that I spoke with told me that my apple ID would be locked but that I could call and have it unlocked. This happened, and I did as advised even telling the 3 different people (I was transferred multiple times) what had happened. Now it's a month and a half later and my bank is taking the money back out of my account.

I've done everything I can to do this the right way but I don't understand how this is even a thing. I don't know what to do other than take the tablet away from her once school is out next week, though that does nothing for my finances at this point.

Does anyone know of anyone I can talk to in order to get more information on why I keep being denied?

I have.

I disputed online. I called multiple times. I used the email option and emailed back and forth. It’s been a months long situation and all I get is “you don’t meet the conditions of a refund check out our refunds terms and conditions” without telling me what “conditions” I don’t meet. I’ve asked to speak with a supervisor to at least better understand why, but the response I was given is that there was no one else I could speak to because Apple “empowers” is employees to make the best decisions.

I wasn’t expecting anyone to do anything. Just trying to find out how to get an actual answer when Apple won’t give me one. I didn’t realize that there was an option to reach out to the app developer though, do you know how I would go about finding their information? That’s the only route I have yet to take. I’m also trying to figure out how to prevent her from being able to make purchases on my card in the future but from what I’ve been told that’s not an option.
