This may be your problem, an updating setting problem. Apple is aware of the problem, but there is no definitive solution yet. I also have to warn you that I am not sure how the problem I am talking about translates into your Windows problem.
Note that some have solved the problem by signing out of iCloud, restarting their devices, and signing back in.

You will see a number of links that may be related to your Windows problem. As indicated above, I have not seen a definitive solution for it though.
