iCloud storage question when getting a new hard drive or computer

I have a couple of questions about iCloud.

  1. If I have to get a new hard drive for my MacBook Pro or an entirely new MacBook, will all of my old photos/files still be intact on iCloud?

  1. If I back up new photos and files on the new hard drive or new computer, will it just add to what is already on my iCloud from my old hard drive/computer? I worry if I sync a new hard drive/computer to iCloud everything already saved will be deleted and replaced with what is just on the new hard drive/computer.

You will be able to access all files saved in iCloud, things saved locally won't be available on your new hard drive. You could make a backup of all your locally saved data using Time Machine. If you purchase a new Mac, you can transfer all data using migration assistant.
