Upgrade program - wireless carrier not activated

Got my new phone through iPhone upgrade program. Set it up and my wireless carrier did not get setup. Unable to make a phone call or do anything when not on wifi.

iPhone 11, iOS 13

Just to make sure... Did you remember to transfer the SIM card and activate it on the new phone?

With my prior 2 upgrades, there was a new SIM in the new phone and i was to destroy the old SIM. Is that no longer the case with the upgrade program?
