If the iPhones / iPad and Mac are signed in with same Apple ID and password on the same network , with all devices updated and upgraded with latest versions in Mac if photo library and its preferences is set up https://support.apple.com/en-in/HT204264

If you use the same ID as suggested above, you will have to share all your data such as calendars and contact lists. You only have to read a few posts in this community from people who have done that to realise what a disaster it ends up being.
No using the same AppleID is the last thing we would do, we do not want to mix our photos and everything else that wouldnt be smart. My photos are like my diary! They help me remember dates and events and things I have to do plus i take photos of boring things that i want to remember for work or receipts to keep myself right with my books, etc. If they were mixed in with photos i didnt recognise i may feel i was losing my mind! lol My wife just wants to see what photos I've taken of our family, while she's not been there, etc We have calendar sharing on so she can see my work days etc which is really handy for planning our lives but they arent merged. I feel like it would be a good feature request for the future. All it needs to be is a simple folder for each family member (as it is already with the family icloud sharing) but some sort of a central viewing pool for all photos. Saves her having to go through my phone all the time then Whatsapp-ing herself all the ones she wants to print. Plus as the kids grow up we can keep an eye on what they're up to! 😂
I'm marking this as solved because I have my answer (thanks to Winston Churchill) even though the problem itself isn't solved. It just cannot be done currently.
I've submitted a feature request though for it.
If you are using Family sharing, there is a family album that gets created in amongst your sharing albums that only shares it between family sharing users, but you still need to add photos to it manually.
If you are using iCloud library and you are both comfortable knowing each others log in details and don't mind each other having access to other iCloud data, you might let each other log in at iCloud.com
Then unfortunately, it's not possible unless you both use the same Apple ID, which I strongly suggest you don't.
Ack no thats not what i'd hoped for. I'd rather she could just browse my photos from her phone or ipad when she felt like it rather than me having to choose specific ones to put into a shared album.
