all my photos and videos aren't uploaded on my icloud

I really want to transfer my photos videos from my phone to my laptop, and so I connected my phone to the laptop and signed into my icloud to download all the photos until I found out that only 1,971 photos and videos are uploaded but I have 3,299 pictures and videos on my phone in total. I am trying to search for an answer to get the rest of them on my icloud and finally transfer all to my laptop. if anyone is reading this or knows the solution, please reply! thanks in advance.

Are you sure that the sync still isn't in progress. Does it say Updated at the bottom of the photos page on each device or something else?
