how can i access my icloud photos from my pc on a browser?
everything on the Apple support requires to download Icloud for PC but this is not possible on a work pc.
is there an equivalent access on the net from a browser?

Yes. Just use the internet browser on your PC and log into www.icloud.com
and go to the Photos app there.
Note that you can access photos synced via iCloud Photos. If you don't have that option turned on in your iPhone or iPad but do have an iCloud Backup, you cannot access the contents of an iCloud Backup via a browser or via iCloud for Windows.
