Apple TV is programmed to get the date and time from the internet (network time servers). Then it compensates for the given time zone. To access NTP servers, the Apple TV will try to connect over port 123 UDP. Verify that this isn’t blocked.
Not responding is probably a network issue. Try a restart of the Apple TV and router-modem, in case it is related to that communication.
Some users have found it helpful to temporarily connect to a mobile hotspot, just to easily have the time configured, when internet connectivity is difficult.
