Hello,
Does Apple TV4 can power on the TV via CEC? I've the remote setup. Pressing home button will change the "Input" on the TV but it needs the TV already powered on.
It does seem to power down the TV after keeping ideal for a while.

Before your Apple TV remote can control the on/off for the TV itself, the TV needs to support HDMI - CEC. In addition to this your Apple TV needs to be set up to do this:
Settings ➔ Remotes & Devices ➔ Control TV's & Receivers ➔ On

Yes. I've the settings enabled. But for some reason the remote won't power on the TV.
Do you have it working on Apple TV4?
I've Fire TV 4k Stick connected to the same TV. The power button on its remote would power on the TV.
So maybe since there is no Power on button on Apple TV remote, there is no way to power on the TV via remote ?

We have 6 Apple TV's here, it works on all of them.
Whilst there is no on/of button, the menu button will wake the Apple TV and TV.
I figured it out finally. I had enable the "auto power on" option on my TV. Now Apple TV does power on the TV with menu button press.
