Hi,
I was using Screen Time on my iPhone to make a tutorial video for it. I noticed when I launched Safari and tapped on the tabs icon, I noticed that the Private tab button was greyed out.
I had no restrictions toggled on the Content & Privacy Restrictions tab located in Screen Time in Settings. I know the answer could be that it is automatically enabled due to privacy, but I just want to be sure here.

This sounds like a setting that is enabled that is stopping you from using Private Browsing.
Let's have you go to Settings > Screen Time > Content Restrictions > Web Content, see if you change to “Unrestricted Access” if the issue is resolved.

I have that same problem with restrictions are not on, no restrictions from anything but I still can’t access private tabs. I’ve used private tabs multiple times in the past. I have IOS 13.5.1
