iPhone Sync settings keep changing (and other weirdness)

Just upgraded my computer to Catalina. Now when I try to set my phone's sync settings through the finder, they won't stay consistent at all.

For instance, if I click Backup to this mac, and then tell it to back up, it will do it, but then the setting reverts to backup to icloud. It also keeps turning on 'sync photos to my device' no matter how many times I turn it off and apply. It wipes out all my books, but I can add those back via sync. For a little while I had the option to 'manage storage,' but now that's disappeared as well.

What on earth is going on?

iPhone 8, iOS 13

Ok, partial solution to this.

On the phone: Settings>Apple ID>iCloud>iCloud Backup Turn on iCloud Backup (it was off); then turn off iCloud Backup.

Doing this seems to make the setting in the Finder stick.

I'm having less luck getting Photos sync to stop turning back on. And I cannot get my manual media storage management button back.
