"The operation couldn't be completed. Operation not permitted"

How do I troubleshoot this?

I am trying to compress a folder under ~/Documents that has files and subfolders of files within.

After beginning the compression, macOS 10.15.5 displays the subject error text.

Thoughts? Thanks!

Apple Support helped immensely. We determined it was because a sub-sub folder had files that were "locked". When I selected "Get Info" for each file and unchecked the "locked" file attribute for all of them, the problem went away; I was then able to compress the containing (parent) folder. Clear as mud?
