Managing photos in iCloud
how can I save my photos in iCloud and remove them from my phone to save space without them being deleted or rewrote over with the next time my Phone backs up?

iCloud is a syncing service, not off device storage.
Search for a cloud based service that offers off device storage like Dropbox or OneDrive.
