Can't set up voicemail, "voicemail is unavailable".

So I have never set up a voicemail on my current phone and when I try to now it tells me that voicemail is unavailable. I’ve restarted the phone and reset the network settings so I was wondering if anyone can help me figure out what would be wrong??
