Iphone Cannot 'Enable Location Services for Reminders App' (Reminders not showing under Location Services)

Just bought a new iphone 8, and every time I add a reminder w/ a location - Siri says "You need to enable Location Services for the Reminders App". When I go to Location Services, the Reminders app does not show.

This is prob the most popular post on the subject and did not work (not using an exchange account):

And would you know it as soon as I posted, I found this article:

Here's what I had to do for it Reminders to show under Location Services:

Add a reminder manually (by typing it in NOT using siri)
Add a location to that reminder (add a custom address not a contact)
Make sure that reminder is saved
NOW - go back to Settings -> Privacy -> Location Services and it shows under there.
