Thank you for your advices.
I have erased my system hard drive and did clean install (from bootable USB) of High Sierra. Right after installation I let to run all updates. Security update (2020 - 004.10.13.6) also was successful. My guess is, there was some (unwanted) piece of a software on my Mac that was in conflict with the security update and it wouldn't let it through.

Try installing the standalone update in Safe Mode...

Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?
Same problem on 2010 27" i7 iMac
This worked for me
I had to erase and format (APSF) my Startup Volume (Samsung 1TB SSD) reinstall a full new version of High Sierra (the undocumented version 17G66) in Recovery Mode, which brought up some error log which I sent to Apple.

High Sierra installed correctly in a second try, which ocurred automatically. The Security Update 2020-004 from the App store then also installed fine. macOS 10.13.6 (17G14019).
I then migrated my old system from the backup disk (not Time Machine) to the iMac. This went smoothly, took some hours though (Firewire 800 Backup drive Lacie d2).
Then the file permissions on my second internal hard drive were totally chaotic. I could not access the files nor change the permissions. I formatted the 2nd internal HD and tried to copy from backup via CCC. This did not change the permissions.
I had to format the 2nd internal drive again. I then copied all files from the backup with drag and drop to the 2nd internal drive. This finally fixed all the file permissions.
Done. 2 days work.

My hard drives are already formatted as APSF. I have installed High Sierra in Recovery Mode. It did not solved the issue, but I did the installation in Recovery Mode just one time. I will try to install new version of High Sierra in Recovery Mode once again.

I did download the standalone update file, did run the update in the safe mode (even with the network cable unplugged). Un fortunately it did not solved the issue.

Mac mini 2010, would not complete security update 2020 - 004.10.13.6. Restart would start but would not complete. Screen goes black with visible mouse cusor. Mac has to be turned off with the power button and update would not complete.
