Setup Did Not Complete - Stuck On Welcome Screen

Brand new iPhone 11, setup was going fine, apple ID entered and face recognition setup ok. Then during restore of icloud settings welcome screen shows but unable to swipe up to enter passcode.

It seems face id is doing somethingas padlock changes to "swipe up to unlock", but then in trying to swipe up it gets about 5mm then get haptic feedback. I can see it is trying to show the passcode entry but cant do it.

Unable to reset via iCloud etc and device unresponsive if connected to mac.

Have tried, restarting including volume up, down hold power - just returns to wwelcome screen with same issue.

Any ideas what I can do?

Force restart the phone and then start over if needed or pickup where you left off if you can.

Quickly press and release the volume up button, quickly press and release the volume down button, then hold the side button until the Apple logo appears on the screen at which time you can release the button and let the phone boot up.

Thanks - I did try this (and just tried again to confirm). However the phone returns to the welcome screen, Hello, Hola etc. and I still cannot swipe to unlock. It's like it is stuck after getting halfway through setup.

Anything else I can try or is it back to Apple?
