Hello SashaSteblevets,

Thanks for reaching out to Apple Support Communities. From your post it appears Sync Library doesn't go away on your iPhone. Please follow the steps below:

  1. Check to see if you can load your Apple Music library on another computer, or try logging in to music.apple.com with your Apple ID. If you cannot load the library, then contact Apple Support: Get Support
  2. Restart your iPhone
  3. Update your iPhone, iPad, or iPod touch
  4. Try connecting to a Wi-Fi network to see if the issue persists. If it doesn't work, disable any VPN and reset your network settings. Tap Settings > General > Reset > Reset Network Settings.
  5. Go to Settings > Music > Sync Library and turn it off. Restart your iPhone and turn it back on.
  6. Sign out of your Apple ID in Settings > iTunes & App Store. Sign back in, and re-enable Sync Library.
  7. Contact Apple Support if the issue persists: Get Support

Take care.
