What do I do if the restoration through iTunes does not work?

I tries to restore and update my iPhone XS through iTunes, but it does not work and I cannot restore it to factory at all. I have the support.apple.com/iphone/restore message on my phone when I plug it into my computer and it will not turn on at all. I tried doing a hard reset and nothing worked. Do I need to get a new phone?

If the phone won't power on at all, of course it can't be restored.
