I have never heard that MacBook's come with Microsoft software preinstalled, so that's news to me. But I can tell you no iOS based device (iPhone/iPad/iPod Touch) comes with any Microsoft apps installed.
Perhaps whoever set up your MacBook loaded Microsoft tools on your iPad for you? Here's an article I found from 2019, where it was noted that Microsoft was making their apps available for download on Mac's --> https://www.theverge.com/2019/1/24/18196087/microsoft-office-apple-mac-app-store-download
No, they don't. Those are Microsoft Apps, not Apple Apps. If you have an Office 365 Subscription with Microsoft, you can download Office 365 to your iPad.
