roving blue outline on screen

Thus has occurred several times. how do you stop the roving blue outline one the iPad screen. I don’t even know how it starts.

Do you have Voice Over or Full Keyboard Access enabled?

Settings > Accessibility

Yes. I actually found the way to stop it. It’s occurred before and I couldn’t remember how to fix it. Voice over was not active, but 3 home button clicks turned it off. I found the info from old support call.
