I have lots of storage space left in icloud. How do I move apps into iCloud. I have notification storage is full on phone and I have been deleting apps and it’s not minimizing storage?!?!

Check what's taking up a lot of space using Settings > General > iPhone Storage, then focus on those:

• If it's Photos, you can turn on Settings > Photos > Optimize iPhone Storage
• If it's unused apps in general, turn on Settings > iTunes & App Stores > Offload Unused Apps

About storage on your device and in iCloud – Apple Support

No, you cannot move apps to your iCloud storage.

iCloud storage is meant for data backups and syncing.

It does not extend what you have on iPhone.
