Trying to reset my iphone and chose "Erase All Content and Settings" it has been stuck on "Uploading items to iCloud" saying "About 1 minute remaining..." for an hour

I have the same issue. Been stuck this way for 15 minutes. I will update if it works, but this is concerning.
