Family iCloud storage

One of my children is not able to upload to our family iCloud storage. There is MORE than enough space available and the other family members are all sharing the space. His iPad doesn’t allow him to upload and only give the option to buy more storage. Please advise how to fix this.

Are you certain he is in the Family Share group?
