no such file error
When I pull up some photos from a few years ago in iPhoto, the Live 'gear' just keeps spinning and the photo never fully loads. If I try to export it I get this error, see screenshot, what gives?

If we're understanding you right, you're unable to open some of your photos in iPhoto. Also, you get an error when you attempt to export them. We'd like to help you get to the bottom of this.
From the looks of it that app is having trouble locating the photo files. You mentioned you were trying to open them in iPhoto, but your post shows you're running macOS 10.13. With this macOS version, you should be using the Photos app and not iPhoto. If you're trying to open photos in iPhoto, try opening them in Photos instead.
Try out these basic steps and see if they help too:
If the issue persists, respond back and let us know if you are trying to open the photos by clicking on the thumbnail within the Photos app, or if you are opening the photo file from another location on your Mac. Also, let us know if you have more than one photo library, or if you have ever changed the location of your photo library.

Are the Photos libraries on the two Macs set for "Download Originals to this Mac" or "Optimize Mac Storage"?
If they are both set to optimize, do you have a good connection to the Internet? The spinning and the message could each suggest a problem downloading the original on demand.
Could you answer the questions Leanne_68 asked in her reply? (how you are opening the photos, if you have multiple photo libraries, and if you have moved your library)
Also, have you ever run any sort of "cleaner" or "duplicate remover" app on your system? Some of them can damage Photos libraries.
But still using the old iPhoto application? The screen shot looks more like the newer Photos application distributed with recent versions of the operating system.

i am using iphoto, one library, have not moved my library. no cleaners, etc
i guess its photos. i have tried to access it on a imac and macbook
photos are in the default location. they are synced w icloud. no external. there is only one librry, I am rec'ing the error whereever I am
they are set to optimize - should i change it to download to save the photos?

Where is the Photos library located? In the default location of the Pictures folder in your user directory, elsewhere on the internal drive, or on an external drive? If external, how is the drive formatted and attached?
You mention trying it on two Macs. Was that on two libraries synced by iCloud Photos, one library on a portable drive, or some other way?
Do you have the available storage and the internet bandwidth to download all of your photos? You can look at your iCloud settings to see how large the library is in iCloud.
100GB free on each Mac? How does that compare with the size of your photo library in iCloud?
