I downloaded the icloud app to my windows pc. The photos option in icloud only gives me 2 options - icloud photos and shared albums. How do i get other options so I can download photos from icloud to my windows pc?

I had the same issue. I found a post that says to uninstall the iCloud program from Microsoft and reinstall the iCloud program provided by Apple on their site. I did that and once downloaded it gave me the options to download to my PC. I am now waiting to see what happens next as it is telling me it is initializing thousands of files...but for sure something is working that was not working before!

Is fed up trying a different approach. I logged into iCloud online. I could see all photos. I selected those that I wanted to transfer. The photos went into a zip file and appeared in my downloads folder. I transferred from there.

I'm following up from my original post to let you know that fixed my problem and all photos are now downloading to my computer once the program did the initilization of my files. Hope it works for you too!
