iCloud locked device

I purchased a iCloud locked device off of the internet and have not been able to contact the previous owner to unlock it and now I am stuck with a iCloud locked and none usable iPhone 11. any help?

I have tried to contact the owner but no one whants to come and get it and the phone remains locked. What can I do? Obviously the owner isn’t eager to get it back. icloud unlock I purchased a iPad Model A2270 On Kijiji. After i returned home I turned on the iPad and come to find out that the device is iCloud locked. I tried getting InTouch with the original owner but no such luck even locating them. What do i do

This will explain further about the Activation Lock you're seeing - Turn off Activation Lock - Apple Support.
