My iPhone call app won't work AND it won't shut down/restart. I work from home and need assistance as soon as possible. Please and Thank you. Need to be able to troubleshoot restarting...and figuring out how to reboot my call app to make and recieve calls. All the other apps are working.

try this Force restart iPhone - Apple Support
if that doesn't work contact your cellular data provider.
