Sync Library is the new (less clear) term for iCloud Music Library. If either is enabled then your computer or device has iCloud Music Library syncing enabled. For content to sync from iTunes to your device using iCloud Music Library then the feature must be enabled in both. To sync from iTunes to the device over USB, iCloud Music Library needs to be disabled on the device.

Do you have either Apple Music or iTunes Match? If not try updating iTunes.

You didn't answer the first question. If you have either Apple Music or iTunes Match then typically Sync Library (aka iCloud Music Library) would be enabled on the device and music and playlists would sync to it via the cloud rather than via USB. Can you post a screenshot of what you see?

Is the computer you would sync this device with signed into your wife's Apple ID? For iCloud syncing to work both computer and device need to be using the same Apple ID. As noted earlier if you want to sync with the computer you can disable iCloud Music Library (Sync Library) on the phone, but then it doesn't get to use Apple Music.
See See or cancel your subscriptions - Apple Support to review the subscription. Your wife will need to cancel the plan if she doesn't want to use it.

First, thanks for taking the time to help. So, this is my wife's phone I'm trying to sort it out for her. This evening I learned that she did indeed sign up for a free trial of Apple Music about three weeks ago. Which happens to be the time she started experiencing this problem. Before that she could plug her phone into the PC with a USB connector and every thing was fine with getting music to her phone, now, not so much. I will attach the screen capture. Thanks.

On the iPhone I checked settings - Music and Sync Library is on
On the PC in iTunes - Edit - Preferences - General I don't see iCloud Music Library
My wife says she did subscribe to a trial of Apple Music, though she is not very clear about it.

Hello, Thank you for your reply. If I go to settings on the iphone then music then I see Sync Library is on but I don't find iCloud or iCloud sync And on the computer in iTunes it tells me it recently did back. Still can't sync with music files.
The computer is a windows 10 desktop. When she turns it on and clicks on iTunes she is not asked to sign in with Apple ID.
I checked her phone she is subscribed to Apple Music. She wants to use Apple Music. I have no idea how to sign into her computer with an apple ID.
(I don't blame you if you want to give up on me)

Just went to iTunes on her computer and under account was asked to log in. I used the same user name and password as on her iphone. It was happy with it. I then selected to merge. It's in the process.
Am I getting close?
I did update iTunes
And still the only, the only check box, I get when I try to sync music to my phone is Sync Voice Memos

Great, so the key here is the message that iCloud Music Library is on for the device. See Turn on Sync Library with Apple Music - Apple Support for how to turn it on in the computer, or off in the device if you want to revert to USB syncing. The expectation is that you would turn it on everywhere so content in the library becomes visible to the device, and you have the ability to add in new content from the iTunes Store as you choose. Apple Music cannot be synced over USB, you have to use iCloud Music Library for that. See Identify cloud status icons in your music library on your Mac or PC - Apple Support to check that all the music is correctly matched or uploaded to the cloud.
