Lost all keychain passwords from iPad, and iPad won't recover them from iCloud!

Recently troubleshooting my iPad required a network setting reset.

My password were also reset.

They all still stored in the cloud (I can use them on my other devices), so I tried to recover them, but:

• Logging in and out of iCloud won't work (it won't download my old passwords)
• I can't turn off and then back on the Keychain sync in the iCloud settings (it will let me introduce my iCloud password and confirm, but then it won't turn off – it just stays on)

ANY advice on how to fix this would be amazing.

I can't use my iPad without my passwords!
